Hi, I noticed on 81 South in Syracuse going toward Binghamton that there was a traffic jam. Is it because of construction? Will there be construction tomorrow morning? I plan to take 81 S to Cortland / Ithaca at 4 a.m. and want to make sure that I won't hit traffic or that the highway is closed.
